Q: Would it be considered a good return after bouncing once on the opponents side of the table hits the opponents "finger" paddle hand, and the ball returns correctly to the server's side of the table?

A: A return is good if you make it with your hand below wrist. Thus, a return with your finger which is part of your hand holding the racket is ok.
